The October 17, 1905 manifesto “On the Improvement of State Order,” signed by Nicholas II at the height of the all-Russian October political strike, proclaimed civil liberties of speech, conscience, assembly, and trade unionism, as well as the establishment of the legislative State Duma with representatives from the entire population. The sessions of the 1st State Duma were opened on April 27, 1906.
In the center – the emblem of the Bank of Russia (double-headed eagle with wings down, below – the semicircular inscription “BANK OF RUSSIA”), framed by a circle of dots and inscriptions along the circle: above – “Two Hundred Rubles”, below – “2006”, on the left – the metal designation, the purity grade of the precious metal and the mint mark.
On the left side there is a scroll with the Great Manifesto of Tsar Nicholas II, on the right – a commemorative medal with an image of the Taurida Palace on one side and an olive branch with the date “April 27, 1906”. – On the other, in the center – the Taurida Palace (St. Petersburg), on the circle – the inscription: “100 years of PARLAMENTARISM in Russia”.
